So who makes policy in this country anyway, our elected officials or an increasingly imperial judiciary? That question returns in the wake of two holiday season rulings blocking decisions made by the Bush Administration.
The first ruling from the District of Columbia’s circuit court jeopardizes the safety and integrity of the nation’s electric system by indefinitely delaying reforms to the Clean Air Act. The second ruling from District Judge Gladys Kessler gives labor unions a pass for 2004 on new disclosure rules regarding their political activities.
